It seems like a long shot, I mean “pattern-recognition software first identifies their typical behaviour, such as repeated calls to certain numbers over a period of a few months” doesn’t everyone make calls to regular numbers over multiple months and then call others who are not regular numbers as well? As I understand regularity and irregularity are part of life?

Yes, amongst other things, hence the concern it will generate far more false positives than real hits. We’ve already seen what happens to people falsely accused under current legislation…
